Oglala Sioux Tribe to vote on changing its constitution

RAPID CITY, S.D. (AP) Monday is the deadline for Oglala Sioux tribal members to register to vote in an April 22nd election on a series of amendments to the tribal constitution.

Included are changes that would create a court system separate from the tribal council, adopt four-year staggered terms for tribal council representatives, make the council adopt a code of ethics, clarify the recall process for elected officials, establish a bill of rights, and let people born off the reservation become enrolled tribal members.

Officials plan to go door-to-door this week to try to register more voters. At least 30 percent of registered voters must vote in the election for it to be valid.
