Associated Press GALVESTON, Texas (AP) Rain and tropical storm-force winds are already spreading across coastal Louisiana and winds and surf are picking up in Galveston, Texas. Edouardo is expected to be near-hurricane strength when it makes landfall near the Texas-Louisiana border about midday. CHICAGO (AP) Powerful storms have left thousands around northern Illinois without power overnight. The storms were so intense, fans were evacuated from the stands at Wrigley Field while Tornado sirens blared in Chicago. Washington (AP) Law enforcement officials may have figured out how Bruce Ivins might have created a powdered form of anthrax. Officials familiar with the case say Ivins borrowed freeze-drying equipment, which could be used to convert wet anthrax spores into a powder similar to what was mailed in the weeks after the 9/11 attacks. WASHINGTON (AP) Interrogations between foreign governments and their citizens held at Guantanamo Bay were taped by the U.S. government. The Washington Post obtained cables in which the State Department advised foreign governments of the taping. Lawyers for detainees have asked to see the tapes. ISLAMABAD, Pakistan (AP) Helicopter pilots need thick clouds to clear before they can try to rescue a frostbitten Italian mountaineer stranded on Pakistan's K2.
